A cleaning fee is a per-stay cost, so it behaves badly on short bookings. The break-even isn't a number to memorise, it's a formula with four terms that you run per unit. Run it, and the question stops being whether two nights work and becomes how many nights you'll accept.
A rule with a published start date gives you the one thing a surprise never does: notice. The work is counting backwards from that date, gathering cost lines four months out, setting a floor price a month out, and checking what actually arrived in the week it starts.

A published night cap doesn't lower your rate. It changes what the rate is for: a small set of sellable nights has to carry a full year of costs. Price each one against the top of your market, and write down the floor below which a night isn't worth selling.
Three fee changes in a year don't ask for a new rate card. They move the number the card has to produce, and each change lands on a different line. Rebuild it from the payout up, per channel, and decide separately who absorbs the difference.
